Legal Framework

The Continuing Education Recognition Act has the following main objectives:

  • Motivate the adult population of the Czech Republic to partake in continuous education.
  • Broaden the opportunities for obtaining new qualifications and improving one's career options.
  • Improve the flexibility of the educational system in response to the needs of the labour market.
  • Interconnect initial and continuing education.

The Act delimits and regulates the following areas:

  • The system for the verification and recognition of the results of continuing education;
  • Qualifications;
  • Qualification standards for partial qualifications;
  • Evaluation standards for partial qualifications;
  •  NQS and NQF;
  • Rules pertaining to authorizations and authorized persons;
  • Rights and obligations of the participants in continuing education;
  • Responsibility for the system for recognition of the results of continuing education.

The Act also acts as a institutional basis for processes pertaining to the NQS and NQF and to the development of qualifications in the Czech Republic.

 

Institutions and authorities involved

Their role and responsibility

Ministry of Education, Youth and Sports

Coordinates the activities of state administrative authorities (ministries) pursued under the act on the verification and recognition of the results of continuing education.

Approves, changes, revokes and issues a list of full and partial qualifications (i.e. approves the content and the form of the National Qualifications Framework), including the content of the qualification and evaluation standards.

Funds the activities of the National Qualifications Council.

Authorizing authorities under Act 179/2006 Coll. (state administrative bodies, especially the ministries)

Grant authorization to natural and legal entities - upon the compliance with the requirements stipulated by law.

Extend and revoke authorizations.

Supervise the compliance with evaluation terms and criteria.

Keep records concerning information stipulated by law, and submit those records to the National Institute for Vocational and Technical Training.

Participate in the preparation of qualification and evaluation standards and their changes.

Natural and legal entities - authorized entities (i.e. schools, professional associations, companies, corporations, providers of continuing education - public educational institutions or private commercial education providers etc.)

Evaluate the results of continuing education based on the authorization received.

Propose qualification standards

Employer chambers, professional chambers, professional associations, professional societies, association of legal entities pursuing school activities, and representatives  of universities

Cooperate in the preparation of qualification and evaluation standards.

National Qualifications Council

Acts as the consulting body of the Ministry of Education, Health and Sports in the area of qualifications:

Debates various issues pertaining to the preparation of the NQS and NQF and its practical application.

Evaluates other matters pertaining to qualifications or continuing education as submitted by the Ministry of Education, Youth and Sports, and issues its statements in these matters.
