Field Groups and Sector Councils

The launch of the curricular reform and the solutions for the MoEYS' system projects (in particular the NSK project) has introduced several changes that will also affect field groups.

The most visible of these changes is the introduction of sector councils at a nation-wide level as a complement of the field groups' project.

Sector Councils

Sector councils represent a new type of partnership at a nation-wide level which will probably affect the entire development and definition of job descriptions and qualifications.

The sector council concept has been derived from a successful UK project "Sector Skills Councils." In the Czech environment, the development of this project began as a part of NSK system project. The methodology for the foundation of sector councils gradually developed to the current status; the first sector councils indeed came to be established and the system has started to bear the first fruit.

The solid foundations of the sector council concept, built under the NSK project, will continue to be developed under the public contract National Occupations System to a new, higher quality level.  

The existence of the first sector councils has brought about the question of the relationship between sector councils and the already established field groups projects. The scheme given below proposes a possible arrangement of the relationship between these two important partnership programmes. The cooperation will probably focus on the area of the description and development of qualifications, with sector councils focusing on the area of occupation performance and field groups focusing on the area of education instead. The aim of the project is to allow sector councils to formulate the labour market needs and requirements and field groups to support the efficient implementation of these needs into educational programmes for initial and continuing education.
