Conference about Referencing the Czech Qualification Levels to the EQF Levels - more information

Report on the Referencing of the National Qualifications Framework of the Czech Republic. Draft version for the Conference 11  March 2011 (1.62 MB). All existing qualifications are referenced to the common European Qualifications Framework. The result of the process will make it much easier than before to compare the qualifications, i.e. the knowledge levels, competences and skills of people from two different European countries.


The European Qualifications Framework is an EU tool which will allow international comparison and transfer of qualifications between countries.  It has been being created since 2004 in response to requests from EU member states, social partners and other entities to create a common tool which would provide more transparency in terms of qualifications in individual countries.

The referencing process in the Czech Republic was presented to the participants by the representatives of the EQF NCP project from the Ministry of Education, Youth and Sports, the National Institute of Vocational Education and Charles University. Opponents to the Report, both Czech and foreign, presented their opinions on the Czech referencing process. The presenters agreed that the referencing process is extremely difficult and complicated, and that all who participated in elaborating the Report did a great job.  The result of the process will make it possible to internationally compare people's qualifications, i.e. their knowledge levels, competences and skills. Thus people can search for jobs or studies abroad much more easily.

The Czech Republic is the fifth country in Europe that has prepared the National Report on the Referencing of the National Qualifications Framework. According to Jakub Stárek, Director of MEYS Department for Tertiary Technical and Further Education, this is a clear message to Europe that our educational system, following from the strong traditions of Czech culture and learning, can be effectively linked to European systems.
